Encounter Murders

How is an Encounter carved-out? On 20th June, TOI had a special report on the how it is carried out.

1. Identification: The target is marked after a tip-off from an informer or after several intelligence reports from a terror-tracking module.

2. Groundwork: Every target undergoes a SWOT (Strength, Weakness, Opportunity and Threat) analysis in terms of arms and ammunition. Each detail — time, place and location — is worked out.

3. Funding: The money is reportedly used to pay scores of informers, hire private taxis and ensure that they have a fleet of vehicles and top-end and security gadgets.

4. Implementation: Hostiles are ‘‘warned to drop their weapons’’ and police ‘‘opens fire only in retaliation’’. In most cases, no cop is hurt, but the target shot several times.

5. Paperwork: Each detail is recorded. Officials are supposed to report the circumstances that led to the shootout.
